This is supposed to be the fix
http://is-it-true.org/nt/nt2000/atips/atips118.shtml
This person broke the fix down, and explained it
"Wow, that worked incredibly well(The link above) To surmise what that link says (incase it is ever removed or changed) is that there is a backup of the original Windows Registry (original as in the time it was first installed) in C:\WINNT\Repair. Also, if an Emergency Repair Diskette was ever created, it would update the files into C:\WINNT\Repair\regback\system. To fix that error, off the Windows 2000 CD, start up the Recovery Console (Like DOS, but more limited and can access NTFS HardDrives). In the Recovery Console, go to C:\WINNT\System32\Config and rename "system." and "system.alt" to "system.old" and "systemalt.old", respectively. Then, copy those two files (system. and system.alt) from C:\WINNT\Repair (or the regback\system if it's there) to C:\WINNT\System32\Config. Then reboot, and all should be good. Oh, altough I'm not positive, I figure this will work on Windows XP as well'
