Database Utilities

I am looking for a utility that will allow me to look at several different file formats in a raw form (like .dbf, .xls, .pdb, .123, .wk4).

My lack of knowledge of these types of utilities limits me to what searches I can perform using an engine.

Perhaps there is a site available that will help fill me in.

I don't think I'm approaching this in the right direction.

I had in mind something similar to a text editor for .dbf, .xls, .csv, .123, etc. It would (ideally) be able to interpret formatting for that file. (I have a program called SynEdit[its more commonly called a hex editor http://mkidesign.com/index.html], nice utility, that is similar to a text editor that can pick up formatting notepad cannot. This works well with .docs, .txts, and source codes for many languages but not so much with spreadsheet or .dbfs.)

(Forgive my blabber, this is all very fascinating and new to me, so I feel as though I have to explain it.)

Anyway, does such a thing exist for .dbf, .xls, and etc.?
