new problem with online game

When attempting to connect to Battlenet I receive the error message: "Not processing UDP packets through port 6112." With another application, I get the error messages: "Unable to send or receive datagrams on any port" and "Unable to receive incoming TCP connections". I never had this problem before. I did have to reformat my hard drive and reinstall Windows. Am thinking maybe I set something up wrong somewhere along the way. I connect to the Internet using a dial-up connection with a 56K modem. I do not use a firewall or proxy server. My OS is Windows 98se, browser is IE v.5. Any help would be greatly appreciated. Thanks.
